Immigration Agreement Attracts Enterpreneurs To B.C.
Investments Insurance Coverage PlanBURNABY, Aug. 22, 2006 – The Honourable Monte Solberg, Minister of Citizenship and Immigration, and the Honourable Colin Hansen, Economic Development Minister for British Columbia , announced today the signing of a memorandum of understanding (MOU) that will help speed up the process for immigrant entrepreneurs to get to British Columbia.

“It is a pleasure to announce this new memorandum of understanding between Canada’s government and the Province of British Columbia ,” said Minister Solberg. “This pilot project will help British Columbia get the entrepreneurs it needs faster, and is another important step towards our goal of making immigration work for Canadians.”

The pilot project outlined in the MOU will allow B.C. and Citizenship and Immigration Canada (CIC) to identify people who have applied to come to Canada as entrepreneurs. CIC will then contact applicants who have indicated an intention to settle in B.C. and steer them towards the Provincial Nominee Program (PNP). This step will speed up the application process significantly, since PNP processing fast tracks applicants with specific skills that would benefit the province’s economic development.

Province of BC is enjoing high surplus
Investments Insurance Coverage PlanHIGHER REVENUES BOOST SURPLUS
VICTORIA – A significant increase in natural gas royalties and stronger corporate and personal income tax revenues are the main drivers behind an improved surplus forecast, Finance Minister Carole Taylor announced with the release of the Second Quarterly Report – 2005/06.

Since the September Update, revenue projections are up $1.3 billion, offset by a new
$1-billion one-time provision for public sector compensation agreements. This results in a
$337-million improvement to the surplus, which is now forecast to reach $1.6 billion.

Forecast energy revenues are up $757 million, due primarily to a $695-million increase in projected natural gas royalties driven by a sharp price increase since August. Income tax assessment data for 2004 is higher than previously forecast, resulting in prior-year adjustments for 2004/05 and a stronger revenue base for 2005/06. As a result, personal income tax revenue is up $261 million, while corporate income tax revenue is up $283 million.

The new engine for Canadian dividend paying stocks
Investments Insurance Coverage PlanThe federal government unexpectedly said it would cut taxes on dividends to level the playing field with income trusts. That made companies that pay fat dividends, such as banks and telecoms, power the advance. The benchmark stock index jumped to its highest level in more than five years.

Income trusts, which had shed about $20-billion in market cap since 19 September, soared too, with companies such as Clearwater Seafoods Income Fund being happy they won't face a new tax regime.

The S&P/TSX composite index rose 162.02 points or 1.5% cent to 11,081.82 - the highest close since September, 2000. 20 points to the index's gains were contributed by Royal Bank of Canada, while BCE Inc. added 17 points.

David Cockfield, who helps manage $1.1-billion at Leon Frazer Associates Inc. in Toronto said these gains were sustainable, especially since U.S. investors will return to the market soon.
