| Free Vision Testing for All B.C. Kindergarten Children |
Vancouver – All children in kindergarten in British Columbia will receive free testing for early vision problems, Premier Gordon Campbell announced today.
“Children learn mostly through what they see,” said Premier Campbell. “That’s why it’s so important to detect and address potential eye problems as early as possible, so all children in B.C. have the opportunity to reach their maximum potential.”
Early vision screening can detect common vision problems, such as near- and far-sightedness, amblyopia (“lazy eye”) or strabismus (“cross-eye”). If the screening identifies a potential problem, the child will be referred to an optometrist or ophthalmologist for follow up.
“Excellent sight and eye health are vital to a child’s development,” said Minister of State for Childcare Linda Reid. “This initiative ensures parents and other caregivers get the latest information on their children’s eye health and vision and what they can do if there are concerns.”

VICTORIA – A new $8-million program is now in place to help patients with serious mental health and addictions issues receive improved, integrated care co-ordinated at the community level, announced Health Minister George Abbott today.
“Family physicians manage over 80 per cent of patients with mental health issues. Often situations arise where patients with serious mental health issues end up seeking care through an emergency department,” said Abbott. “With this new program, family physicians will be able to take additional time with patients, to partner with them and their family, as well as clinical associates, such as psychiatrists, whenever possible, to make certain patients are not left to manage their illness in isolation. This will result in better overall care and improved quality of life for patients living with mental issues.”

VICTORIA – Acupuncture treatments will be included for the first time in Canada as a supplementary benefit for Medical Services Plan (MSP) premium assistance recipients by April 2008, Health Minister George Abbott announced today.
“Acupuncture treatment is one way of preventing illness and managing existing health conditions,” said Abbott at an acupuncture demonstration in Vancouver’s S.U.C.C.E.S.S centre. “We are making it easier for patients to access a treatment option that they might otherwise be unable to afford.”
MSP also provides partial funding to premium assistance patients for selected services of physiotherapists, naturopaths, chiropractors, massage therapists and non-surgical podiatrists.

| British Columbia is committed to reducing greenhouse gases |
VICTORIA – British Columbians will be asked how the budget can encourage environmentally responsible choices that reduce greenhouse gas emissions, Finance Minister Carole Taylor announced today with the release of the 2008 Budget Consultation Paper.
“Every day we all make decisions that affect the environment,” said Taylor. “We need to ask ourselves, as a government, as individuals, what can we do differently?”
As outlined in the 2007 speech from the throne, the Province of British Columbia is committed to reducing greenhouse gases by one-third below current levels by 2020. The consultation paper focuses on how Budget 2008 can be part of the solution.
“Our tax system already promotes environmentally responsible choices,” said Taylor. “We currently offer tax incentives for the purchase of hybrid vehicles, production of wind power, and use of bio-fuel. But we can do more.

| B.C. Launches First-Ever First Nations Health Plan |
VANCOUVER – The provincial government and the First Nations Leadership Council released a plan today that contains concrete actions to improve the health status of First Nations in British Columbia.
“Last year we committed to close the health gaps between First Nations and non-First Nations over the next decade,” said Premier Gordon Campbell. “We know that First Nations people live an average of seven years less than other British Columbians and that their risks of developing health conditions like diabetes are also greater. The First Nations Health Plan sets into action this government’s commitments in the Transformative Change Accord to close the health gap between First Nations and other British Columbians. The first step was to get this plan in place.”
The First Nations Health Plan: Supporting the Health and Wellness of First Nations in British Columbia ensures First Nations will be integral partners in the design and delivery of health initiatives to close those gaps.
“Through this plan, we have committed to support the work of our people and communities to develop solutions to address this health gap,” said Grand Chief Edward John of the First Nations Summit. “First Nations and regional health authorities will work collaboratively to develop and implement programs that will address adult mental health, substance abuse, youth suicide, maternal health and programs to help manage chronic health conditions that First Nations face, such as diabetes and hepatitis.”

| Stakeholder Input Sought For Mountain Caribou Recovery |
VICTORIA – To develop a successful mountain caribou recovery plan, the provincial government is seeking input and support from stakeholders regarding the mountain caribou science team’s findings and conclusions on the state of mountain caribou in British Columbia, Agriculture and Lands Minister Pat Bell said today.
The findings clearly demonstrate that recovery of mountain caribou in B.C. is possible over the long term. The findings are the result of nearly two years of extensive research on mountain caribou in British Columbia by a team of independent mountain caribou experts from British Columbia, Alberta and Idaho. The team was formed in 2004 as part of the Species at Risk Co-ordination Office (SaRCO) cross-government planning activities.
“Based on the results of the independent science team’s research, we believe we can successfully recover mountain caribou to sustainable numbers in British Columbia,” said Bell. “Now we need the input and support of environmentalists, First Nations, industry, tourism operators and communities to develop and implement a recovery plan in 2007.”

Close to three million Alberta Resource Rebate payments have been made to eligible Albertans. To receive the rebate, you must have been an Alberta resident on September 1, 2005, and have filed a 2004 Canadian tax return. Albertans who think they should have received the rebate in January, but have not received a cheque by February 10, 2006, should call 1-866-209-8903 (English) or 1-866-209-8994 (French).
Children whose families already receive the Canada Child Tax Benefit or the Alberta Family Employment Tax Credit automatically qualify, and payments will go to the primary caregiver, usually the mother. Most children are registered, but parents who have never done so must complete the form available on the Canada Revenue Agency website http://www.cra-arc.gc.ca/benefits/faq_arr-e.html

| Interim Recommendation for Use of Amantadine for Influenza |
The Public Health Agency of Canada is recommending that health care providers in Canada not prescribe amantadine to treat and prevent influenza during the current flu season. The interim recommendation follows testing showing viruses currently in circulation are resistant to the drug.
The Agency's National Microbiology Laboratory in Winnipeg tested 47 influenza A/H3N2 isolates and found that 43 (91%) are resistant to amantadine, an antiviral recommended by the National Advisory Committee on Immunization (NACI) to prevent and control influenza outbreaks in institutions, such as long term care facilities. The samples tested were collected from four provinces - British Columbia, Ontario, Saskatchewan and Alberta - since September, 2005.
